Should we close the Grand Canyon? Many deaths there!

Recently, 3 fell to their deaths in the Grand Canyon across 8 days! Does that make us responsible for their irresponsibility? Shouldn’t we reasonably expect people to follow the rules and use some common sense so that the rest of us aren’t penalized for their “carelessness”?
