Arif Alikhan became Assistant Secretary of Homeland Security in the policy department of domestic security in 2009. Alikhan is an adviser to Obama responsible for “information on Islamic countries”. Alikhan has very dangerous affiliations: He is a member of the Muslim Brotherhood, World Islamic Organization (WIO), Muslim Public Affairs Council (MPAC), Organization of the Islamic Conference (OIC), and Islamic Shura Council of Southern California.
Alikhan was chosen by the Obama administration to be the special envoy to the OIC. The OIC is the largest international body in the world second only to the UN, and is made up of 57 Islamic nations. The OIC is officially calling for “deterrent punishments” for anyone who offends Islam. The OIC continues to petition the United Nations to enforce their campaign titled “Islamophobia”. Islamophobia is being defined as the Islamic Law of “Slander”.
According to Islamic Law, “Slander” is defined as follows: To mention anything concerning a Muslim that a Muslim would dislike.
The Islamic punishment for Slander is death. The Quran and Hadith agree that anyone who insults Islam must be killed (e.g. Surah 9:12, Hadith – Abu Dawud and al-Nasa’i, from Ibn-‘Abbas).
Alikhan is a member of the Shura Council of Southern California. A Shura Council is central to the Islamic governing system, in which only Allah’s Laws are to govern mankind. These laws can only be found in the Quran and via Muhammad’s behavior and teachings. A Shura Council is a group of Muslims that act as judges. They have the power of making decisions over Muslims in all life matters, including personal matters. Since Alikhan is actively involved with the Shura Council, it means he believes in Islamic Law over democracy, and that he is actively enforcing Islamic Law on the Southern California Muslim community.
Alikhan is an outspoken Qutb-ist. Sayyid Qutb is known for the ideology of the current jihad movement throughout the world, including ISIS. Qutb used the Quran and Sunna (traditions and habits of Muhammad) to sanction violence against those who stand in the way of Islam’s expansion. Qutb preached that it is the “duty” of all Muslims to fight non-Muslims until either they are killed or until they declare submission to Islam. Qutb’s book, Milestones, began as the MB guidebook, but all offshoot terrorist groups now use it as the base of their jihad ideology. Milestones was written in 1964 and includes the “Phases of the World Underground Movement Plan”, a framework for the Muslim Brotherhood to grow quietly while creating its vast organizations of influence and takeover (see Part Two).
Alikhan is one of the founders of the World Islamic Organization (WIO), a subsidiary of the Egyptian Muslim Brotherhood. Alikhan was the link between Obama and the Muslim Brotherhood during and after the various Arab Springs (which resulted in “Islamist” Springs) and most specifically, the Egyptian 2011 Revolution and its aftermath of illegal elections that made Morsi president and catapulted the Muslim Brotherhood into power.
Alikhan was responsible for ending the LAPD’s efforts to monitor activities of the Los Angeles Muslim community, where numerous radical mosques and madrassas were known to exist and where some of the 9/11 hijackers had received financial support. LAPD officials believed it was crucial to acquire a better understanding of what activities are being promoted inside mosques because some police department studies had shown violent extremism and the promotion of terrorism exist inside mosques. Alikhan brought CAIR to present a case against the LAPD, and was able to prevent the LAPD from continuing their mosque monitoring plan.
Alikhan is a member of the Muslim Public Affairs Council (MPAC). The organization is based on the violent ideology of Hassan al-Banna, the founder of the Muslim Brotherhood. MPAC’s members and its leaders support and defend violent jihad.
In November 2010, MPAC gave a two-month training program to 2,200 Transportation Security Officers (TSOs) who are responsible for screening passengers and luggage at U.S. airports. MPAC President Salam Al-Marayati (an Obama adviser), and MPAC Outreach Coordinator, Saadia Khan, and two MPAC volunteers conducted the trainings. According to official MPAC statements, the trainers:
• Taught the TSOs how to properly handle a Quran; thereby forcing a reverence towards the Quran
* Discussed the different ways Muslim women cover themselves and the way Muslim men dress (so that TSOs will not question a fully veiled woman and be less likely to be suspicious of, or to search people dressed in Islamic attire)
* Discussed the practice of Muslims praying in various areas of an airport (so that TSOs will allow Muslims to take over space in an airport without asking questions or disrupting them)
MPAC has long worked to promote positive portrayals of Islam and Muslims in movies and television programs. Shortly after 9/11, the organization created an Islamic Hollywood Bureau for this purpose. Ever since, MPAC consults with producers of TV shows and movies in regards to how Muslims are portrayed.
MPAC coordinated 57 organizations to co-sign a letter written to then Deputy National Security Advisor for Homeland Security and Counterterrorism (and later CIA director) John Brennan (who converted to Islam in 1996). The letter, presented on October 19, 2011, was written by Farhana Khera, executive director of Muslim Advocates. The letter demanded that Obama officials “purge all federal government training materials of biased materials.” The materials they wanted removed were those that they claimed were biased against Islam. The letter demanded the implementation of “a mandatory re-training program for FBI agents, U.S. Army officers, and all federal, state and local law enforcement.”
Note the year is 2011, the peak period when Muslim Brotherhood in Egypt, Libya and Syria were committing acts of terror and trying to enforce an Islamic state in each of those countries. It was important for the MB to silence critics of Islam in America.
Some of the other co-signatures on the letter besides MPAC were CAIR, ICNA, ISNA, and MAS, all known Muslim Brotherhood organizations (and mentioned extensively in Part Two). The Obama Administration immediately complied with the letter’s demands.
Dwight C. Holton, former U.S. Attorney for the District of Oregon, said that training materials for the FBI would be purged of everything that Muslims deemed offensive: “I want to be perfectly clear about this: training materials that portray Islam as a religion of violence or with a tendency towards violence are wrong, they are offensive, and they are contrary to everything that this president, this attorney general and Department of Justice stands for.”
MPAC officially presents itself as a “public service agency working for the civil rights of American Muslims”, and also states that the organization is for “the integration of Islam into America”. Notice that MPAC is not trying to help Muslims integrate into American society, to help them make the transition into assimilation, but the exact opposite—to integrate Islam into America.
MPAC has also stated that it is “an American institution which informs and shapes public opinion and policy by serving as a resource to decision makers in government, media and policy institutions”. As it turns out, it has indeed been involved in “decision makers in government, media and policy”, though not in positive ways which would normally involve American principals and freedoms. And though MPAC makes “official” statements stating that it is primarily a civil rights organization, is has a long history of defending terrorist organizations and their supporters.
In June 2009, Alikhan spoke at a fundraiser for the Islamic Shura Council of Southern California. His co-speaker was Agha Saeed, who defends Palestinian Islamic Jihad leader, Sami al-Arian, who was prosecuted on terrorism charges. Saeed told the audience members that the Justice Department must be persuaded to stop monitoring U.S. mosques. Shortly after this fundraiser, the Justice Department did indeed stop monitoring mosques, most likely due to Alikhan’s position inside the White House.
Mohamed Elibiary was a member of the Department of Homeland Security as Obama’s Security Advisory Council from 2010 until June 2014 when he left to focus on the Muslim Brotherhood political party in America. Elibiary was born in Egypt but grew up in the United States and became an Islamic activist in Dallas, Texas. He was a founder of the Freedom and Justice Foundation in 2002, which was an interesting name choice because the Muslim Brotherhood in Egypt created a political party also named “Freedom and Justice”. The name is a deception tool. Freedom stands for “Freedom from Democracy” and Justice stands for “Justice via Islamic Rule”.
Elibiary used the Freedom and Justice Foundation to help Texas Muslims achieve multiple firsts: Imam Prayers in both chambers of the State Legislature (House & Senate); and, passage of the Halal Food Law as Texas’s first Muslim consumer protection statute. In 2003 Elibiary served on the board of CAIR in its Dallas-Fort Worth chapter.
In 2006, Elibiary co-founded the North Texas Islamic Council (NTIC), which acted as a Shura Council for dozens of Mosques, Islamic Law schools, and Muslim community groups serving the Dallas-Fort Worth area that, at the time, had an estimated 150,000+ Muslim members. A Shura Council enforces Islamic Law in the community. This means that not only does Elibiary believe in Islamic Law, and not Democracy, but that he was initiating and enforcing Islamic Law in the Dallas-Fort Worth area. In addition to the multiple federal and state government advisory roles he performed up to 2014, he also served as a regular imam speaker at the largest Muslim congregation in Texas, the Islamic Association of North Texas, aka the Dallas Central Mosque.
In 2006, Elibiary wrote a letter to the Dallas Morning News, defending the Muslim Brotherhood leader Sayyid Qutb, known for his extreme anti-Americanism and promotion of jihad. Elibiary wrote: “I’d recommend everyone read Qutb, but read him with an eye to improving America.”
In 2007 Elibiary spoke at an Imam-training conference held by the North American Imams Federation and the Assembly of Muslim Jurists of America. At the conference he said:
“The Muslim Brotherhood of Egypt, Jordan, Tunis, etc. is a social movement for religious revival that seeks to Islamicize the society through cultural changing Dawah and that includes the political system … We must always resist the temptation to force Islamists to reform.”
Elibiary was a longtime official of the Texas Republican Party and served as a delegate for Senator John McCain in the 2008 presidential election. He claimed that he could help the Party make inroads with Muslim voters by moving its “foreign policy” in a pro-Islamist direction. Interesting to note here is that there are many photos of McCain with the current ISIS Caliph, Abu Bakr al-Bagdadi and various Libyan Muslim Brotherhood leaders right before Islamists took down Libya–McCain most definitely moved in a “pro-Islamist” direction.
As a security advisor for the Department of Homeland Security, Elibiary advised numerous law-enforcement organizations, federal, state and local, on homeland security-related matters. Out of a 26-member advisory council, the Department of Homeland Security allowed only one advisor, Elibiary, special access to a nationwide database that included terror watch lists and FBI sensitive reports.
Elibiary was appointed to the Department of Homeland Security’s “Countering Violent Extremism” group. Elibiary promoted himself as a “de-radicalization expert” who Janet Napolitano and the Department of Homeland Security backed to give briefings to the Congressional Research Service in 2011. This was the year the MB in Egypt, Libya and Syria began their takeover attempts and they had full support from the Obama admin. Though Elibiary called himself a “de-radicalization” expert, his actions show that he was the opposite. And while the Muslim Brotherhood in Egypt, Syria and Libya were conducting ongoing acts of violent behavior, Elibiary promoted the idea that the MB were “peaceful”, “moderates”.
While working in the “Countering Violent Extremism Working Group” and the Department of Homeland Security’s “Faith-Based Security and Communications Advisory Committee”, which were responsible for reviewing counter-terrorism training guidelines, Elibiary promoted the removal of educating DHS and FBI personnel about Muslim Brotherhood ideology and strategies. He and fellow activists removed all federal government training materials that made connections between Islamist supremacism, jihad, and terrorism.
The document purge was accompanied by the issuance of new “Countering Violent Extremism” DHS training guidelines. Elibiary insisted that even basic information about Islamic doctrine be removed from U.S. government training materials. Pursuant to Elibiary’s guidelines, even quoting the Muslim Brotherhood’s own written statements, is now considered to be “Islamophobic.” In this way, critics of Islam, or of the Muslim Brotherhood, are completely silenced.
In September 2013, Elibiary was promoted to Senior Advisor at the Homeland Security Advisory Council, a title held only by a small number of very select members. In a 2013 interview Elibiary described the Muslim Brotherhood in Egypt as “a pragmatic, non-violent and pluralistic sociopolitical movement” … “It is not accurate to paint the Egyptian Muslim Brotherhood as dogmatic, violent or autocratic, much less more sensationalized terms like dictatorial, totalitarian or jihadist.”
Interesting to note here is that it was during 2012-2013 that the Muslim Brotherhood held total power in Egypt and committed ongoing acts of violence to control the Egyptian people. The MB held Egypt captive in an oppressive, violent dictatorship. And it was in 2013 that the Muslim Brotherhood were committing some of the worse atrocities on the Egyptian people, destroying more than eighty churches, attacking and killing Christians, and attacking police stations throughout Egypt, in which they killed 10 police officers, disemboweling several of them. They also promoted the massacre of Shi’a Muslims in Egypt, due to the MB belief in the superiority of Sunni Islam. Elibiary most certainly knew of these ongoing violent events in Egypt when he made these statements–yet he promoted the idea that the MB were “pragmatic”, “non-violent”, and “pluralistic”.
Elibiary had a large degree of power during this time period–so it is not surprising that western news never reported the facts about events in Egypt and Syria at the hands of the Muslim Brotherhood.
The Muslim Brotherhood supports the idea of a Caliphate. In the spring of 2014, as ISIS violently overran Iraqi territory in its quest to establish a caliphate, Elibiary said on Twitter: “Kind of comical watching pundits on some US TV channels freak out about an ISIS Caliphate.” In June 2014, Elibiary tweeted that the “reestablishment of an Islamic caliphate was inevitable”. He claimed that both U.S. political parties were “headed in the direction of endorsing it”.
Homeland Security, the FBI, the Department of Justice—are all controlled by the MB or their various front groups. Americans have been silenced via their changes in policy regarding Islam. Even after the San Bernardino massacre at the hand of Islamists, we are under the threat of a lawsuit by the MB organization CAIR, if we mention the M word. This is due to policy changes made by Alikhan and Elibiary and enforced by CAIR.
Our Homeland Security is no longer going to make us secure. Not even at airports, due to the restrictions placed in the new Homeland Security training guidelines. Our law enforcement agencies cannot investigate mosques—not even mosques where known radicalization is occuring.
Radical mosques exist throughout America. They have been strategically placed by the Muslim Brotherhood (see Part Two). The following stats are from a study done in 2011 (radicalization has dramatically worsened since the study).
Violence-advocating materials were found in 81% of mosques in America. In those mosques:
100% were led by imams who recommended that mosque members study violent materials and literature–literature that advocates violence on non-Muslims.
100% of the imams promote violent jihad
98% promote the establishment of a Caliphate in the U.S.
100% praise terror attacks against the U.S.
78% invited guest speakers known for promoting violent jihad 
The Islamic Doctrine of immigration states that a Muslim community in a non-Muslim country must keep themselves “separate and distinct”. Muhammad outlined the rules for Muslims who immigrate: Muslims must form a separate body and keep their Islamic Laws and eventually make the host country comply with Islamic Laws. Muslim immigration is considered to be “a transitional period of preparation for changing the native society from an open society to an Islamic Society”.
America has been primed for “soldiers” of Islam. Radical mosques are in place and ready to accept “refugees”. The new arrivals will not assimilate; they will continue practicing Islamic Law, Islamic culture, and remain “distinct and separate”. Many will have already been trained by ISIS (see Part One).
